For – Meritorious service while serving as Operations Officer and Administration Officer for Commander, Fleet Activities Chinhae from February 2007 to September 2010. Lieutenant Fitzpatrick achieved unprecedented levels of cooperation between U.S. and Republic of Korea sailors through his development of a bi-lateral English camp that significantly contributed to mission success. He successfully developed 45 expertes on emergence operations center watch standing procedures ensuring monumental success during eight joing/combined, Tier I exercises. His outstanding planning skills were critical in the creation of a regional integrated training plan and development of 20 training scenarios for both armistice and contingency response. Lieutenant Fitzpatrick’s distinctive accomplishments, unrelenting perseverance, and steadfast devotion to duty reflected credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
